Dec 8th 1990 to Jun 8th 1991 7th Deployment, Operations Desert Shield-Desert Storm, On 2 August 1990, Iraqi forces invaded the emirate of Kuwait and Saddam Hussein, the President of Iraq, announced a few days later that it was annexed as the 19th province of Iraq. In addition to condemning the invasion as a violation of international law, the United States responded by deploying military forces to the Persian Gulf. On 8 December 1990, USS PAUL F. FOSTER departed Long Beach on its seventh overseas deployment to the Arabian Gulf in support of Operations Desert Shield On 17 January 1991 , USS PAUL F. FOSTER transited from Operations Desert Shield to Desert Storm with the launch of Tomahawks at 0141 local time, launching 9 Tomahawks that first night Early on the morning of 17 January 1991, USS Wisconsin, acting as Tomahawk Strike Warfare Commander for the Persian Gulf, directed the sequence of Tomahawk launches that initiated the opening of hostilities in Operation Desert Storm. Paul F. Foster (DD-964) fired the first Tomahawk missile from the Persian Gulf at 0140:20. Her shot was quickly followed by five other ships in the Persian Gulf Strike Force. Wisconsin's eight missiles were included in a total of 47 Tomahawks fired in the initial volley. During the next two days, Wisconsin fired a total of 24 Tomahawk land attack missiles, while continuing to coordinate the successful launch of 213 of 214 assigned Persian Gulf Tomahawk strike missions. Apr 23rd 1994 to Oct 20th 1994 9th Deployment, Operation Southern Watch, HSL-47-10. Deployment Arabian Gulf Operation Southern Watch During the ship's most recent deployment, its ninth, Paul F. FOSTER served with USS CARL VINSON Battle Group and was the first ship on the scene to provide assistance to a burning ocean-going tug, GLORIOUS CITY, putting out the fire and saving its crew of seven.

Jan 27th to July 26th 1999 11th Deployment, Operation Iron Siren, Eager Sentry, and Arabian Gauntlet, HSL43-5. PAUL F. FOSTER departed for its eleventh deployment on January 27, 1999. While serving as part of the Pacific Middle East Force, PAUL F. FOSTER participated in OPERATION IRON SIREN, EAGER SENTRY, and ARABIAN GAUNTLET. In addition, the ship conducted boardings in support of United Nations Sanctions against Iraq. On 24 March, while conducting conduct a functional check flight, Battlecat 27 crashed into the waters of the Central Arabian Coast. All members of the flight crew were rescued by crewmembers of PAUL F. FOSTER. July 1st to July 18th 2002 Rimpac 2002 U.S. Navy ships: USS Lassen, USS O'Kane (DDG 77), USS Lake Erie (CG 70), USS Crommelin (FFG 37), USS Paul F. Foster (DD 964) and USS Tarawa (LHA 1) along with ships from Peru, Chile, Japan, Canada, Australia, Republic of Korea and the United Kingdom are currently participating in a biennial exercise "Rim of the Pacific" (RIMPAC) 2002, off the coast of Hawaii. The multi-national forces participating in RIMPAC 2002 conducted a ship-sinking exercise (SINKEX) at Pacific Missile Range Facility (PMRF), off the coast of Kauai on July 5, 2002. A variety of surface-to-surface missiles and naval guns were used to sink RATHBURNE. In the SINKEX, five naval warships formed a battle line to engage an "enemy" ship some 30 miles (48 km) north of Kauai. The Peruvian Navy frigate BAP MONTERO (FM 53), Chilean Navy patrol frigate CS LYNCH (PF 07), guided missile cruiser USS LAKE ERIE (CG 70), destroyer USS PAUL F. FOSTER (DD 964), and guided missile destroyer USS LASSEN (DDG 82) took their position three miles (about 5 km) from the RATHBURNE and fired a variety of missiles and naval guns in succession. Other platforms participating in the sinking included the guided missile destroyer USS O’KANE (DDG 77), U.S. Coast Guard high performance cutter HAMILTON (WHEC 715), and aircraft of VP-9, and VMFA-321. Naval gunfire from participating units and two AGM-84D Harpoon missiles fired from a USN P-3C Orion aircraft helped sink the RATHBURNE. A P-3C Orion aircraft approached the RATHBURNE at 300 knots and fired the first of two Harpoon missiles from 20 miles (18 km) away. Then the aircraft followed its missile to see what it did to the ship. The missile blasted through the hull at the starboard-aft quarter near the waterline. The concussion blew the steel doors off the ship’s hangar. The hit also caused a large explosion and a lot of smoke followed. The RATHBURNE sunk on July 5, 2002, at 022° 11' 42.0" North, 160° 13' 07.0" West.
Jun 17th 2002 to Dec 20th 2002 13th Deployment, HSL-43-3. PAUL F. FOSTERs thirteenth and final deployment began 17 June 2002, over the course of which several multinational exercises including RIMPAC in Hawaii, MALABAR (in conjunction with the Indian Navy), and ANNUAL-EX off the coast of Japan. Nov. 28, USS Paul F. Foster (DD 964) departed Qingdao, China, after a four-day port visit, completing the first U.S. Navy ship visit to mainland China since March 2001. The Spruance-class destroyer's visit was one in a series of recent exchanges between China and the United States. During the visit, the ship's Commanding Officer, Cmdr. Chuck Nygaard, met with military and government officials including Vice Adm. Ding Yi Ping, China's Commander, North Sea Naval Fleet, Senior Capt. Guo Shouqian, China's Deputy Chief of Staff, North Sea Naval Fleet and the Deputy Mayor of Qingdao. HSL-43-3 PAUL F. FOSTERs thirteenth and final deployment began 17 June 2002, over the course of which several multinational exercises including RIMPAC in Hawaii, MALABAR (in conjunction with the Indian Navy), and ANNUAL-EX off the coast of Japan. Mar 16 2005 Designated as Self Defence Test Ship, Began service as Self Defense Test Ship ( Designated EDD 964 ) on March 16, 2005 in Port Hueneme, Ca. Transferred to Naval Surface Warfare Center, Port Hueneme Ca Paul F. Foster was designated to replace ex-Decatur as a test ship for the Navy, a role she assumed in 2005. In support of this new role, the now ex-Paul F. Foster was assigned to Naval Surface Warfare Center, Port Hueneme Division.[3] She is the only ship of her class that exists as of 2019, as all of her sister ships we either scrapped or sunk as targets upon decommissioning.
Sept 18th, 2009 1st Association reunion, Ventura Ca. A steel beach picnic was held on the S.D.T.S on Friday, on Sat Sept 19th a meeting was held at the Crown Plaza in Ventura and the Association was voted for and created that day.
April 8th, 2011 Wired.com reported that ex-Paul F. Foster had successfully used the Maritime Laser Demonstrator for the first time in a sea-to-sea target test, sinking a small inflatable motorboat at a range of one mile in rough seas.
November 17th 2011 ex-Paul F. Foster demonstrated the use of shipboard alternative fuel, while underway in the Pacific Ocean on a 50/50 blend of an algae-derived, hydro-processed algal oil and petroleum F-76. The ship arrived Thursday morning to the Naval Surface Warfare Center at Port Hueneme in Southern California after traveling for 17 hours on a maiden trip from San Diego.
